Training a bird?

Ok try this again, for some reason its been half an hour and I asked the question no longer displayed We have had this bird for quite some time but havent trained him. My main objective is to obtain for him that human beings manage, casue they get all mad if there is a hand in his cage. So I really want to teach him to step into my hand, and stay there. So any idea? Ive tried food in hand, but he does not go anywhere near it, unlike other species of birds. If it helps, he is a red rump parakeet. Oh, and one more thing, how long rumps HOT TOPIC?
