What does it mean if a parakeet is panting, it is this ~~~~~~? serious

or should have reason to worry, I've had these Keets it 3 weeks and now I'm a little shook please answer soon!

    Panting – My bird is panting and is being treated for mites and possible infection but the panting continues. Any ideas of what else it can be if he’s not hot, or has mites or has an infection? He’s not getting better.
