How should I adjust short flight feathers of my parakeet?

Ok so I bought a blue parakeet today. When I took it out of the box, which began flutter. I panicked and let go. He flew around my room like a minute until we have it in the cage (thanks to my father's girlfriend). Now, how I cut the flight feathers? Furthermore, how can I cut them short?
