How much blood loss can handle a parakeet?

Okay listen, before you fly over me and telling me how stupid "I" I am, not me who did this and not my bird. My best friend's dad used slicers Ashlee toe nail trim its beak parakeets. The bird started bleeding, and is singing a lot and is very annoying. I know that a parrot can not lose much blood, but can someone please tell me the most effective thing we can do at this time?
