keeping parrots

Do I have to keep pet parrots in a cage? (with a pet bird for the first time)?
I just do not like the fact of keeping a bird in the cage, but I know absolutely nothing about pet birds, so I would like sum advice. thanks! if I have a dog, then getting custom bird looks like a good idea right?
I had a parakeet for about 7 or 8 th grade and one year after graduation. He died of congestive heart failure and a tumor in the ass. : (I miss him a lot. There was a cage, but he stayed out most of the time. In reality it was only in his cage periodically to eat or drink, or if the company had ended, sometimes keep him there. He was also caged for bedtime. I recommend getting a parrot first. Parrots live a long time, and could not be ready for that kind of commitment. They can live as long as humans! Also, you have to clean his cage every night, and give them fresh food and water every night (and during the day if they run out of course). They are dirty. They throw the seeds and poop a lot. You will have much to clean. They also bite! Taco was the sweetest thing, and even bit him when he does not want to be disturbed. They can bite so hard that you bleed. A parrot can break your fingers! Also, if you have other animals like a cat or dog, would be very dangerous for him! We never had a cat or dog while we had birds. My sister-in-law who is 16 has a parakeet and it was on the floor, while his dachshund was asleep and woke up and killed the bird. I guess what I'm trying to say is, please take care of it and do not let it get hurt.
