My bird is too cold, what should I do?

My parakeet baby is too cold. I leave the cage on the rear deck of the cage during the day and covered at night but still fluff himself constantly. It is sitting in the back of my neck, where it is hot. A heat lamp for reptiles do the trick? How are bird sanctuaries and heated hangers? In addition, young birds often sleep more? (seven weeks old)

My parakeet has a little fuzzy "shop" in that embraces - is like a tunnel, and the shape of a triangle. Or, you can get heated perches, but those are for big birds like the African gray, so I do not think that works for a parakeet. Lol. : D
